The McCreary County Board of Education finalized its property tax rates for 2012 during the regular August meeting.
Though state and federal funding cuts left the district trying to make up for a $1 million shortfall in May, Food Service Director Dwight Ross recommended the board approve the compensating rate of 39.8 cents per $100 dollars in value for real and tangible property. A slight increase from last years rate of 39.2, the compensating rate would allow the district the same amount of revenue as last year — approximately $1.7 million. Ross explained that the “4% rate” allowed by statute to increase revenue would result in just $68,000 more and be subject to a public hearing. The board unanimously approved the compensating rate.
District officials will be soon be completing the school system’s working budget next month. According to the financial report for this past school year, the district operated with $24 million in total revenue.
Ross also presented the board with a financial analysis of the Pine Knot Career Institute (a partnership with Job Corps) and the McCreary Academy (alternative school). While PKCI is breaking even with 54 students enrolled and a $362,616 budget, Ross said the Academy could face a $144,000 shortfall if enrollment (51 at the beginning of the school year) doesn’t pick up to around 66.
Member Brandon Kidd questioned if the program was now limited to high school students but Ross replied that the enrollment typically grows as the school year goes on. Member Nelda Gilreath was assured that the program is funded through this school year.
Prior to adjournment, the board entered into executive session in part to complete their annual superintendent evaluation then reconvened to approve the summative report.
From a 0-4 scale, the report rates Superintendent Arthur D. Wright’s performance based on nine standards: Leadership and District Culture (2.75), Policy and Governance (2.5), Communications and Community Relations (2.5), Organizational Management (2.75), Curriculum Planning Development (3), Instructional Leadership (2.75), Human Resources Management (2.5), Values and Ethics of Leadership (2.5), and Student Achievement and Learning (3).
The marks all fall within the categorizations of “Good” and “Excellent.” The board praised Wright for his open-door policy, K-8 academic success and high school improvements. The only concern listed was the board’s desire to hear more often on finances.
The next regular school board meeting will be held on September 27 at 6 p.m.
