State approves $100K grant for trail development in southern McCreary

$6K also awarded to EMS for equipment

WHITLEY CITY — McCreary County officials are batting .500 with last week’s approval of two state grants.

    On Tuesday, the Kentucky Department for Local Government (DLG) issued approval of a $100,000 grant from the Kentucky Recreational Trails Program (RTP) in order to construct a minimum of 15 miles of new trail for off-road vehicles which would legally link the Little Rock Creek Road to authorized trails in Whitley and Scott counties.

    Working with the McCreary County ATV/OHV Club, county officials expect to match the grant with $21,550 in additional funds and in-kind donations.

    Similar to the new Skullbone ATV park, county officials will be working with private landowners to development the Little Rock Creek project.

    This first grant should fund mapping, signage, waste containers and maintenance for the proposed earthen trails. The trails would measure eight feet wide and feature three primitive trailheads.

    In applying for the grant, McCreary County Deputy Judge-Executive Andrew Powell told The Record the project would not only benefit locals but also prove marketable for tourism. Visitors, he noted, want to ride “out in the woods” but restrictions on federal lands have been a major stumbling block for off-road enthusiasts.

    In a separate project, the county had applied for federal Appalachian Regional Commission funds to construct two visitors centers at the US 27/KY 90 and US/27/KY 92 intersections but learned from DLG that the grant could not be approved at this time.

    Similarly, the Kentucky Office of Homeland Security approved one FY 2012 State Homeland Security grant while rejecting another.

    County officials learned last week that McCreary County EMS has been awarded $6,000 for stretchers and related equipment.     The county had applied for two stretchers and plan to replace the equipment for all five ambulances in the fleet on a staggered basis.

    However, a $2,800 grant application to install video surveillance equipment for the 911 Dispatch Center was denied. In doing so, the state noted that its federal award had been reduced by 58 percent from the year before and that $11.8 million had been requested from more than 200 agencies statewide.

    “[T]he sheer volume of dollars requested versus the amount of funds available made it impossible to fund the greater percentage of applications,” Executive Director Eugene Kiser wrote.
