Upchurch returns to KY House

Light turnout marks election

FRANKFORT —  A familiar face will be representing McCreary County in the state House of Representatives.

    In a special election last Tuesday to fill the 52nd House District, Republican Ken Upchurch of Monticello defeated Democrat Harvey Shearer of Mill Springs by a total of 1,666 votes to 1,153.

    Upchurch previously held the seat for 12 years starting in 1999 — opting not to run for re-election in 2010 in a failed bid for Wayne County Judge-Executive.

    His successor in the State House, Monticello attorney Sara Beth Gregory, resigned the seat before starting her second two-year term after winning a December 18 special election to fill the 16th Senate District seat left vacant when former Senate President David Williams resigned last fall to become a circuit judge.

    The 52nd House District is comprised of McCreary and Wayne counties as well as six precincts in Pulaski County. The nominees were selected by party officials from the district.

    With both men hailing from Wayne County, it is perhaps understandable that the race there would be close despite the district skewing Republican. Upchurch defeated Shearer in Wayne County by only 17 votes — 984 to 967.

    Upchurch’s victory became more decisive in the rest of the district where he is more known that Shearer, a political newcomer. Upchurch earned 584 McCreary votes to Shearer’s 159. Pulaski voters favored Upchurch by a margin of 98 to 27.

    The special election was marked in all three counties by a light turnout. Just 3.5 percent of Pulaski County’s eligible voters cast ballots on February 12, compared to seven percent of McCreary voters and 14 percent of Wayne voters.

    The next regular election for the house seat will be next year.

  • County budget passes 1st reading

    WHITLEY CITY  — Topping the agenda for the May meeting of McCreary County Fiscal Court last Tuesday was the first reading of the 2013-14 county budget.
        At $7.65 million, this budget is down more than $650,000 from last year’s $8.3 million budget.
